Countering Illicit Manufacturing of Synthetic Drugs: Follow the Equipment – Normative and Operational Experiences in Monitoring the Use of Specialized Equipment

Organized by Costa Rica - with the support of China, and the Netherlands, INCB, and OAS-CICAD.

The side event aims to present good practices, approaches and concrete initiatives undertaken by Member States and INCB to prevent and investigate the diversion of specialized equipment, with a view to enhance the operational use of article 13 of the 1988 Convention, as a complementary tool in addressing illicit drug manufacture.

Background
The illicit manufacture of narcotic drugs and psychotropic substances requires precursor chemicals as well as materials and equipment. Similar to precursors, most equipment also has a wide range of legitimate applications in the chemical, pharmaceutical and other industries. This duality poses challenges because governments have to identify a balanced approach that ensures availability for legitimate purposes while, at the same time, prevents diversion of these items into illicit channels. Moreover, very rarely equipment seized in illicit laboratories is object of backtracking investigation depriving prosecution of illicit drug manufacturing of potentially very relevant investigative leads.

Options for voluntary monitoring and investigation

International Special Surveillance List (ISSL)

Accessible to Governments only, the ISSL is a list of chemicals that are known to be used in illicit drug manufacture but that are not subject to the international controls set forth in article 12 of the 1988 Convention.

PEN Online Light

PEN Online Light is an INCB electronic tool that allows Governments to voluntarily monitor the international licit trade of chemicals that are not subject to controls set forth in article 12 of the 1988 Convention.

Precursors Incidents Communication System (PICS)

PICS is an INCB electronic tool that allows authorities -often law-enforcement- to exchange information on incidents (such as seizures) of chemicals and equipment used in illicit drug manufacture, as a basis for joint operations.

PEN Online and PEN Online LIGHT

Content: How to use the automated online systems for the exchange of pre-export notifications of chemicals that might be used in illicit drug manufacture.  

Target audience (eligibility requirements for this course): 

  • PEN Online: National authorities concerned with international trade in chemicals included in Table I and II of the 1988 Convention.  
  • PEN Online LIGHT: National authorities concerned with international trade in chemicals not included in Table I and II of the 1988 Convention. Users of PEN Online Light may be the same as or different from users already registered with the regular PEN Online system, depending on the national context.
